Thornbury West Phase 1 Reconstruction Project
*The former Elma & Alice Street area project and Victoria Street and Louisa Street area project, has been combined into one large project, now referred to as the Thornbury West Phase 1 project.
At the beginning of the reconstruction project, the Town identified areas in Thornbury with infrastructure that is approaching 100 years old. The first two projects considered for infrastructure replacement were the Elma Street & Alice Street area and the Victoria Street & Louisa Street area.
As a first step, the Town retained an engineering consultant to complete the preliminary engineering work for the Elma & Alice Street Area. The preliminary engineering work consisted of various studies and reports which identified and shortlisted the options for construction. The preliminary engineering work was completed throughout 2017 and 2018.
The preliminary engineering work is currently underway for Victoria Street and Louisa Street area, and it anticipated to be completed by Spring 2021. This webpage will contain project updates when available.
Through the preliminary engineering process, the Town identified that the two project areas are of a similar nature. As a result, the two independent projects were combined and are now referred to as the ‘Thornbury West Phase 1 Reconstruction Project’.
The final engineering work, which is the process where the design is completed and construction takes place, was awarded for the Elma Street & Alice Street area in 2019. However, the project faced unanticipated delays due to the COVID-19 pandemic. As a result and by combining the two projects, one tender will be issued for the construction of Thornbury West Phase 1 in the Fall of 2021. Through this tender, construction is expected to begin in 2022 and 2023.

Town Staff and Council invited residents to participate in a walking tour of the area on September 6, 2017. A Public Information Centre was held at Town Hall on December 13, 2017. If you wish to view the presentation, contact the Operations Department.
November 2019:
Michael Campbell, Construction Coordinator, hand delivered the letter regarding Elma Street and Alice Street Reconstruction Final Design and Construction update to those residents involved on November 8, 2019.
