In 2015/2016 the Town completed a review and update of the calibrated hydraulic water model which included a needs assessment analysis of the Town’s water distribution system. The review identified existing deficiencies within the boundary of Pressure Zone 4C and provided recommendations for infrastructure upgrades to help improve water pressure and fire flow within the Tyrolean Village area.
Pressure Zone 4C is made up of the area known locally as Tyrolean Village. This area includes Arlberg Crescent, Birch View Trail, Tyrolean Lane and part of Kandahar Lane.
In 2018/2019 the Town retained J.L. Richards and Associates Ltd. to complete the preliminary design of the project including the production of a Conceptual Design Report and Conceptual Design Drawings.
The preferred solution identified through the preliminary design includes the removal of the existing pressure relief valve on Craigmore Crescent at County Road 19 and the addition of two new pressure relief valves, one located on Birch View Trail between Arlberg Crescent and Brooker Boulevard and the other located on Tyrolean Lane East of Craigmore Crescent. The preliminary design would also require the extension of the existing watermain on Craigmore Crescent to loop the existing watermain to Settler’s Way (approx. 80m) and the installation of approximately 70m of new watermain on Birch View Trail from Arlberg Crescent to Brooker Boulevard.
The project will include restoration only in areas disturbed by the installation of the necessary infrastructure. Full road reconstruction is not being considered as part of this project.
In late November 2019 the Town awarded the contract for the completion of the detailed engineering design and contract administration to WT Infrastructure Solutions Inc.
Construction was tendered in July of 2020 and the bids received were substantially over budget. The tender was cancelled with the intent of retendering in early 2021. The construction tender closed on March 4, 2021 with two bids that exceeded the approved budget and the engineers pre-tender estimate. Town Staff and WT Infrastructure have learned through discussions with contractors that prices for materials and labour have increased by as much as 30%, leading to the high bids. On April 6th, 2021, Town Council approved a budget increase for the project. A full staff report regarding the budget increase can be found here.
September 29th, 2021: Paving on Craigmore Crescent and Tyrolean Lane will be completed by October 2, 2021. At this time, only the lanes disturbed by the recent work will be repaved. Full road repaving will be considered, pending budget approval by Council, upon completion of the Tyrolean Village Watermain Replacement and Wastewater Servicing Project scheduled to begin in spring 2022. Please note: Paving has been delayed until the week of October 4.
September 15th, 2021: Arnott Construction has decommissioned the temporary watermain. All affected residents have now been switched over to the new Town infrastructure. The team is working on Birch View Trail this week installing a new water chamber and finalizing grading within the project areas.
September 1st, 2021: Arnott Construction is commissioning the new watermain on Craigmore Crescent and Tyrolean Lane this week. Next week the crew will be connecting the new watermain to the Town water distribution system and decommissioning the temporary watermain.
August 17th, 2021: Work on Craigmore Crescent has been completed and construction has begun on Tyrolean Lane. Work is expected to be completed on Tyrolean by the end of the week of August 16th. Once finished on Tyrolean, crews will move to Birch View Trail and begin work.
July 23rd, 2021: All residents impacted by current construction have been moved onto a temporary water supply. Arnott Construction Ltd. will begin installing the new watermain on Craigmore Crescent beginning on July 26th. Drilling for water services under the roadway will also begin.
July 12th, 2021: Arnott Construction will be placing some of the homeowners on Craigmore Crescent (between Grey Road 19 and Tyrolean Lane) and Tyrolean Lane (between Craigmore Crescent and Arlberg Crescent) onto a temporary watermain. Work will also be completed on Birch View Trail, Crossan Court and Brooker Boulevard. These affected areas may see water service disruption for up to eight hours on Tuesday, July 13th and Wednesday, July 14th from 8:00 am to 4:00 pm.
June 28th, 2021: This week, Arnott Construction will be commissioning the new watermain they installed last week on Craigmore Crescent at Settler's Way. They will then move to Birch View Trail and start installing the new watermain from Brooker Boulevard, north to Arlberg Crescent.
June 21st, 2021: Arnott Construction Ltd. will continue with the watermain installation on Craigmore Crescent and Settler's Way. They will also perform a watermain shutdown on Brooker Drive to allow them to start the watermain installation on Birch View Trail the following week. Residents could be without water for up to eight hours on Wednesday, June 23rd and Thursday, June 24th from 8:00am to 4:00pm. Notices will be sent to the affected residences 48 hours in advance. The notice sent to residents can be viewed online.
June 7th, 2021: Arnott Construction began mobilization for the Pressure Zone 4C Water Distribution Construction project on June 7th, 2021. Temporary water supply disruptions and road closures may occur during the construction process.
From June 7th until October 29th, 2021, traffic will be restricted to Local Traffic and Emergency Services from 7 am to 7 pm, Monday to Friday, in the following areas :
