The Old Lakeshore Road Neighbourhood Plan is a new Town Policy document aimed to provide more detailed development policies to guide future development and redevelopment within the Special Study Area on Old Lakeshore Road. The Old Lakeshore Road Neighbourhood Plan was endorsed by Council on March 9, 2021.

Where is the Special Study Area?
The Special Study Area encompasses a 1.2 km stretch of Old Lakeshore Road, approximately 21 hectares in area. Only lands designated for residential uses, with some adjacent hazard lands below the slope of the Escarpment, are included in the Special Study Area as shown in the map. Old Lakeshore Road is a dead-ended road with no opportunity to connect to other existing roads in the area. The limited development that currently exists on Old Lakeshore Road makes this Special Study Area unique.
Why do we need a Neighbourhood Plan?
The Town of The Blue Mountains 2016 Official Plan identifies a Special Study Area on Old Lakeshore Road (see the attached policies on the right-hand side of this page). These policies require that the lands within Special Study Area be subject to further study and review through a neighbourhood plan prior to any new development proceeding. What is a Neighbourhood Plan?
The Neighbourhood Plan is not a development proposal, but a policy document intended to complement, but not replace, the Town’s Official Plan. The Study Area lands are also designated as Residential Recreational Area and Hazard Lands.
The Official Plan already contains detailed policies for these lands through the land use categories and the development policies. However, given some of the unique characteristics of the Special Study Area, the Neighbourhood Plan is intended to be a further guide to direct future development of the Special Study Area. The Neighbourhood Plan is designed in accordance with the Official Plan, and other Town policies and regulations that apply. The Neighbourhood Plan intends to provide a vision for the neighbourhood and goals to achieve the vision.
How is the Old Lakeshore Road Neighbourhood Plan to be used?
The Old Lakeshore Road Neighbourhood Plan will guide all current and future development proposals in the Special Study Area. Development Proposals must demonstrate they are consistent with the Old Lakeshore Road Neighbourhood Plan, in addition to the policies found in the Town’s Official Plan.
