Development Charges

Development charges are fees that the Town collects to help pay for the cost of infrastructure required to provide municipal services to new development. This includes new infrastructure as well as the re-development of land within the municipality. This infrastructure includes roads, water and wastewater infrastructure, libraries, community centres, and fire and police facilities.

The development of all lands within the Town is subject to development charges.  Development Charges are levied according to the service area in which the development is located. The amounts of the charges vary by service area.

The Town estimates what new services will be needed to accommodate the Town’s growing population, and uses this information to update the Development Charges By-law and the Consolidated Development Charges Background Study.

The Town's current Development Charges By-law and Consolidated Development Charges Background Study were completed in the spring of 2019. The Ontario Development Charges Act states that a municipality must, at minimum, review the By-law and accompanying Background Study every five years. In the fall of 2017, the Town issued a Request for Proposal for Consulting Services for the Development Charges Background Study and By-law, which was awarded to Hemson Consulting.

The current Development Charges By-law was passed by Council on April 24, 2019, in accordance with the requirements of the Development Charges Act, 1997.

The Town's Development Charges Pamphlet provides an overview of the fees collected by the Town.

The County of Grey also collects Development Charges. Grey County's Development Charges Pamphlet provides an overview of the fees that are due to the County.

Development charges are calculated, payable, and collected on the date that a building permit under the Building Code Act is issued.

For large commercial or residential developments, development charges for hard services (roads, water, and wastewater) will be payable upon executaion of the Agreement.

Town development charges help pay for growth-related capital costs for the following municipal services:

  • General Government
  • Fire
  • Police
  • Public Works
  • Wastewater
  • Roads and Related
  • Water Works
  • Parks and Recreation
  • Library
  • Parking and By-Law
  • Solid Waste

You may be required to pay development charges for land development or redevelopment projects, if you are:

  • Constructing a new building
  • Making an addition or alteration to an existing building that increases the gross floor area
  • Redeveloping a property or making interior alterations that result in a change of use to all or part of a building

Some forms of institutional enlargement, and temporary structures are exempt from Development Charges. Further rules are detailed in the By-law, Act and Regulations.
